Canon 7D vs Canon 7D MkII vs 70 D

I currently own a Canon EOS 7D but struggle with high noise particularly with outdoor action shots. I am considering upgrading either lens or camera or both. The Canon 7D MkII has been recommended to me, but has not yet been released in Australia. The 70 D has also been recommended. I am wondering whether either of these two cameras are sufficiently better in image quality for a given ISO than the 7D to be worth purchasing, or whether to concentrate more on purchasing a better lens. I have also been looking into the Canon 70 - 200 f/2.8 and the SIGMA 120 - 300 f/2.8 if anyone has any opinions on these two lenses. Everyone I have spoken to so far seems to have a different opinion. Some say the 7DMk II and the 70 D will provide much better quality than the 7D. Others say don't bother upgrading unless I want to go to a full frame camera such as the 1D. I am currently leaning towards keeping the 7D but upgrading my lens.

Hi Kirsten,
I had 7D for 3 mounth I didn't like a lot noise and file to big to manage, I don't know what 7DII will be, I can only read about but never tested.
What I did was to buy a second hand 1DIV, an excelent camera fast with a good AF at high speed, I had with that 3 good shot on 10, 1DIV is APSH and I found it very good when bought a 1DX full frame, many of the things where already in my knowledge and I needed to learn the enhancement and get in use with full frame.
Your choice is right about lenses, you will never change.
